At the same time, unprinted paper and paperboard, which U.S. printers rely on for production due to limited domestic supply, are also impacted by tariffs ranging from 20% to 25%, depending on country of origin. This dual pressure increases production costs for U.S.-based printers while potentially allowing foreign-printed finished products to compete in the U.S. market on a cost-advantaged basis. This creates a deeply concerning scenario: U.S. printers are penalized for importing raw materials needed for domestic production, while competing against finished printed goods from abroad that may enter the market at lower relative cost.
